The emergence of the UKB is the corollary of the higher education development process in the central coastal zone, namely in the provinces of Benguela and Cuanza Sul. It was in Benguela where the first higher education nucleus was created. The legal framework that allowed us to use the mechanisms for the creation of a commission to install Higher Education in the Province of Benguela was the Order of the President of the Republic nº 10/89, of 15 September. The Installation Commission of the University Center of Benguela (CICUB) was accredited 4 years later to deal with issues related to the creation of the said University Center (CUB) with the Ministry of Education, the Rectory of the University Agostinho Neto (UAN) and directors of the Colleges as a result of a commitment made personally by His Excellency the President of the Republic, Engineer José Eduardo dos Santos, in August 1992, in the city of Lobito. The CICUB's activities resulted in the opening of a nucleus of the Higher Institute of Educational Sciences (ISCED) on a face-to-face basis from 1993, aimed at training graduates to meet the need for training teachers in the first and second cycles of General Education. Thus, ISCED emerged as the first higher education institution in Benguela, on March 30, 1993, by order of the Rector of the UAN, Engineer José Luís Guerra Marques, renamed CUB, Centro Universitário de Benguela.
