In order to achieve excellence in higher education in Senegal and aware of its importance in economic development, the government of Senegal has initiated the reform of the higher education sub-sector through the establishment of a Higher Education Development Plan. This is how a National Consultation on the Development of Higher Education in Senegal (CNAES) was held in Dakar from April 6 to 9, 2013, with the objective of "proposing guidelines, measures and actions to be implemented. works for the development and competitiveness of the Senegalese higher education system according to a defined schedule ”(CNAES General Report). In the same vein, the government, in conjunction with the World Bank, developed the results-based governance and financing of higher education project (PGF-Sup) to stimulate new dynamics in the sub-sector in order to enable it to fully play its role by producing the human resources the country needs for its development. The objective of the PGF-Sup is to strengthen the efficiency and quality of the higher education system as well as the supervision of higher education institutions and their accountability, and to expand access to higher education. through the creation of new university establishments. It is within this framework that the State, with the support of the World Bank, decided to create a second public university in Dakar which will carry the overall objectives of the PGF-Sup, namely: to strengthen the government's capacity to improve the management of the higher education system and bring innovations in the management, training offer, research and governance of higher education institutions.
