In the academic year 2012-2013, the University Center of Tipaza opened its doors to represent the top of the academic pyramid in the state and the first university institution to be launched by the higher education and scientific research sector. This Center was established by Executive Decree No. 11-302 of 22 Ramadan 1432 corresponding to 22 August 2011 to provide a scientific and cultural environment based on research, knowledge and e-learning, and grants degrees in disciplines according to the needs of the labor market and adapted with the requirements of development and learning. In the beginning of November 2014, the university center was named after the deceased marshal "Morsli Abdellah"​ following his scientific and national fight and in order to link today's generation with the generation of triumphant revolution. Today the University Center have 5 institutes: Institute of Economics, Business and Management Sciences, Institute of Social and Human Sciences, Institute of Law and Political Sciences, Institute of Arabic Language and Literature, Institute of Science and Technology.
